Should there be tougher laws against child abuse?

Tougher laws may help, but they won't entirely eliminate the problem. Some teachers may have the academic skills, but they lack the passion and patience needed to care for preschool children. The urgent need is to raise the threshold of nursery teachers and prevent those unfit for the job from entering the profession.
