城市安全发展体系(chéngshì ānquán fāzhǎn tǐxì): Safe urban development system

The general office of the Communist Party of China Central Committee and the general office of the State Council, China's Cabinet, jointly issued a document on promoting safe urban development recently. The document requires a system be established to better guarantee the safety of urban development.

Urban population growth will be monitored and a systematic and modern urban safety guarantee system will be developed to demolish, and prevent the emergence of, shantytowns and illegal constructions, and the supervision and management of villages and their reconstruction process will be improved.

In addition, a "blacklist" of behaviors that may pose risks will be established. And the Work Safety Committee under the State Council will establish evaluation and management methods for the safe development of cities.

Plans for a city's economic and social development should be drawn up, with the spatial layout of different areas, such as residential areas, commercial areas, economic and technology zones and industrial parks, ports and other functional areas, taking into account all safety considerations.

According to the State Administration of Work Safety, a batch of demonstration safe development cities will be established by 2020.

By 2035, the construction of safe development cities that are in accordance with socialist modernization will be basically completed.
