The country will use energy efficiency as a market entry criterion and build an energy efficiency leader system to find a benchmark for each sector. It will boost the energy-saving service sector with great efforts to help enterprises realize the energy-saving target, said the report.

The energy-saving service sector will be developed on a fast lane during the 12th Five Year Plan (2011-2015) period and focus on transportation and construction building sectors, Xie Ji, vice-director of resource conservation and environmental protection department under National Development and Reform Commission, told the newspaper.

In five years, the domestic energy-saving service sector will create a market of 300 billion to 500 billion yuan ($46 billion to $77 billion) with more than 1,000 companies, Xie said.

Xie added the country has decomposed its target of a 16 percent cut in energy consumption per unit GDP, and has allocated to provincial administrative regions.
