China's National Energy Bureau is drafting regulations on exploitation of rare coals, including coking coal, in a protective way, China Securities Journal reported.

The coal industry’s development plan for the 12th Five-Year Plan (2011-2015), though still soliciting public opinions, proposed protectively exploiting high quality coking coal and anthracite coal.

The rare coals might not be sold at as low a price as thermal coals once the agencies apply restrictions on exploit volume, the newspapers said.

Rare coals have much room for a higher value, and deserve the protective exploitation as soon as possible. The country could restrict the mining rights, upgrade standards, and encourage mining enterprises' mergers and acquisitions, the report said, citing experts.
