The 48-year-old is the director of the Intelligence Department of the General Staff of the People's Liberation Army (PLA).

When introducing Yang to Admiral Michael Mullen, chairman of the US Joint Chiefs of Staff, General Chen Bingde, chief of the General Staff of the PLA, said: "He (Yang) speaks not only good English, but also good Russian."

Yang studied in Yugoslavia and received his master's and doctorate degrees there. He researched international security problems and strategies. He has also produced several works in the field of military, and worked in the Chinese embassies in Yugoslavia, the Soviet Union, Russia and Kazakhstan.

Military experts have said the fact that Yang was part of the Chinese delegation is a signal that China is willing to enhance intelligence exchanges with the US.

China and the US have vowed to reinforce their cooperation on security. Intelligence is believed to be a core part of their cooperation to fight terrorism and piracy.
