No country can tackle problems associated with the Internet on its own, said an article in the People's Daily.
The network has penetrated into every corner of human society and cyber security is a new challenge for the international community. It cannot be addressed by conventional approaches.
The international community has discussed how to face up to the challenges but differences exist among countries.
Each country's sovereignty and information security must be respected.
Some things should be protected online, and some things should be shared.
The borders should be settled through international negotiation, not determined by any single country.
