Aging, traditional bases getting a revamp

Heilongjiang province is one of China's oldest and most important industrial bases and has an advantage in natural resources and technological development. It is a pillar of the nation's development and modernization.

The province attracted attention worldwide after the central government began revitalizing the old northeastern industrial bases.

Thanks to the hard work under the 10th and 11th Five-Year plans (2001-2010), the adjustment, reformation and revitalization of the old industrial bases is basically complete.

In looking back over the past five years, it is easy to see that Heilongjiang has had some remarkable industrial achievements.

In 2009, added-value industrial output showed a 290.5-billion-yuan increase, 1.3 times that of 2005.

It is estimated that added-value industrial output will grow to 445 billion yuan in 2010, or twice the 2005 figure.

Over the past five years, Heilongjiang has had 11,500 industrial projects, or 4,500 more than under the 10th Five-Year Plan (2001-2005).

Fixed-asset industrial investment is expected to top 763.8 billion yuan by 2010, which will be 3.6 times that of the 2001-2005 period.

Traditional industries account for a large part of Heilongjiang's industrial structure and, in recent years, it has given a lot of attention to upgrading them.

Its innovation and technology improvements have helped the revitalization process and have promoted economic development.

It has also promoted emerging industries and new industrial growth points, with the most important projects being the strategically important ones.

These projects include new energy equipment, new materials, and the biomedical, energy-saving and environmental-protection, and advanced equipment manufacturing industries.

A large number of emerging high-tech, high added-value industrial projects are already under way, and this has given the industrial structural transition a boost.
