On urbanization: Push forward new-style urbanization centered on the public. Finish and announce the overall plan for urbanization and related policies. Push reform in the hukou (household registration) system and the land, fiscal and finance and social security sectors.
Expand the pilot comprehensive reform in small and medium-sized cities, focusing on the improvement of cities' industrial development, public services and job creation. Optimize the use of urban space. Support urban redevelopment. Improve the infrastructure and public services in cities.
On energy saving: This year, emphasize the battle against air, water and heavy metal pollution. In terms of air quality, it is important to curb the use of coal and increase the supply of natural gas and methane. It is also important to control the number of cars, limit obsolete vehicles and improve the quality of gasoline and diesel.
Also accelerate the growth of the energy-conservation sector. Accelerate R&D activity, marketing and industrialization of related technology and equipment. Implement key projects in energy conservation.
Push forward corporate energy efficiency, energy-saving buildings and low-carbon emissions transportation.
On jobs: First, actively implement policies promoting the development of service industries, which are efficient in creating jobs. Improve the environment for the growth of small and micro-businesses. Actively promote the development of emerging industries and high-tech sectors to create more suitable jobs for college graduates.
Second, improve policies to encourage graduates to seek jobs in interior regions and smaller companies.
Third, boost vocational training. Offer targeted occupational training to different kinds of job seekers, such as urban migrant workers and veterans.
