Funds totaling 3.94 billion yuan ($644 million) were used inappropriately by 3,779 government departments in 2012, according to a provincial audit report for Zhejiang province, Zhejiang Daily reported on Wednesday. More than 10,000 affordable homes in the province are left unused, the audit report said.
