Dog owners must be responsible

Dog owners in populated areas must be responsible, said an article in 21st Century Business Herald (excerpts below).

There have been a number of cases recently where dogs have attacked people, sometimes with fatal consequences. The dog owners are at fault here and must face due punishment.

Policy-makers must tighten and enforce legislation to make sure that dog owners know that they are responsible for the behavior of their animal.
