Governance modernization entails coordinated reforms

The modernization of State governance ability and structure is of crucial importance for China's reform and sustainable economic growth, says an article of the 21st Century Business Herald. (excerpts below).

The communique of the concluded Third Plenum of the Communist Party of China's 18th Central Committee pointed out that the State governance system and ability must be modernized.

This is the first time the Party has prioritized this field of governmental construction.

Domestic conditions in China have changed so much since the reform and opening-up of the country in 1978. To restructure the economy and transform the growth model, the government must adjust its governance model, structure and improve its governance ability to adapt to the changes and needs.

State governance is not only the government's administration of the society, but also means the government must handle the relations of the market, its citizens and itself, according to modern political civilization.

The government should be a coordinator of various social relations to ensure all interested subjects have the channels to participate in governance and express their interests. Good governance involves redistribution of power and must be based on human rights, democracy and rule-by-law.

So there should be an organization to coordinate interest in different departments to ensure the reform is implemented in a systematic and integrated way.

That's why the CPC Central Committee decided to set up a group that will focus on deepening reform.

The group is to take charge of integrating and coordinating efforts to push reform ahead and supervising the implementation of reform plans. Further, Party committees of various levels must fulfill their responsibilities as leaders of the reform.
