President Xi's Proposals Bring Hope of Peace to Middle East

President Xi Jinping 's visit to the Middle East at the beginning of this year is receiving the global attention. A few days ago, he delivered an important speech named "Jointly Striving for a Better Future for China-Arab Relationship" at the Arab League headquarters, emphasizing that China and Arab treat each other with sincerity and the trust between these two nations waas unbreakable. China and Arab needed jointly carry out the Belt and Road Initiative and establish concept of peace, innovation, guide, governance and integration with an aim to promote more intersection between each other in the course of national rejuvenation.

  "The key to solve these problems is to speed up development while the key to choosing path is to accord with national situations", "China will find no agent and expand no sphere of influence". During his speech, Xi's Chinese proposals were welcomed with audience's prolonged applause. Chinese attitude, Chinese wisdom and Chinese vigor were all reflected behind these suggestions. China uphold correct righteousness and benefit view towards Middle East issues while responding to "Question to Middle East" in light of development and describing China's comprehensive vision for developing relations with the Middle East.

 Xi responded "Question to Middle East" at the beginning of his speech: "Where should Middle East go? Less conflict and suffering, more peace and dignity, are what people in Middle East all thirst for". Therefore, Xi put forward proposals in three aspects:"the key to resolving divergence is to strengthen dialogue", "the key to solving problems is to speed up development" and "the key to choosing path is to accord with national situations".

  Niu Xinchun, head of the Middle East Institute Branch of China Institute of Modern International Relations, when interviewed by the reporter from China Youth.cn, indicated that China was the only power that had maintained a relatively favorable balanced relation with all major regional powers in the Middle East,while Europe, the United States and Russia cannot even do this. Besides, no expansion of sphere of influence and no finding of agent both reflect the fact that China held to basic diplomatic principles firmly. The Asian Infrastructure Investment Bank (AIIB), for example, reflected China's diplomatic principles. He said, "In the past few decades, political conditions have been attached to aid programs provided by the World Bank, International Monetary Fund (IMF) and Asian Development Bank (ADB), which are controlled by the United States and Western countries. However, no political conditions are being attached to aid provided by AIIB from the very beginning, which shows that China has pursued basic diplomatic principles of "Peaceful coexistence and Independence" since its establishment. The core of peaceful coexistence is non-interference in the internal affairs of other countries while the core of independence is nonalignment. The fact that 7 Arab countries are the founding members of AIIB also proves this point."

  Niu maintained that China was trying to improve the existing order rather than challenge it. China needed to "make the pie bigger" by adding investment instead of reducing it in the existing international order. Specifically, he pointed out that there was no indication of AIIB that China would step out of IMF and ADB, instead, China was intended to make larger infrastructure investment such as loan to developing countries and other areas of infrastructure construction. Compared to banks controlled by the United Stated and Western countries in the existing international order, both parties involved in the pattern of AIIB would have not only cooperation but also competition---reasonable and benign competition, which also well answered the question of how could the emerging powers maintain balanced relations with the existing international order. "AIIB proves that China has found a middle road to construct new power relations, a road which not only challenges the existing order, but also help realize peaceful rise", Niu said.
