The urbanization development outline, being drafted up by the National Development and Reform Commission, China's top economic planning body, and other departments, will be concluded before the end of June for release by the State Council, Shanghai Securities News reported.
In addition to the overall outline, different ministries will put forward measures before the end of December, the newspaper said.
The focus of the outline will be reforms in household registration and land use, according to the report.
Urbanization will be the driver for China's economic growth in the long term, the report said.
