Authorities in Nanjing, capital of Jiangsu province, announced a stimulus plan with an investment target of 536 billion yuan ($87.6 billion) for 2013, the Oriental Morning Post in Shanghai reported on Wednesday.

The city also plans to issue tourism coupons, worth 540 million yuan, to high-speed rail passengers traveling between Hangzhou, Shanghai and Nanjing.

The coupons will offer goods at discounted prices.

The stimulus will see the city push forward major infrastructure construction, including a second-phase of the airport, and railway projects.

The plan said private capital can participate in sectors, including logistics management, traffic, urban construction, healthcare, and finance.
