State councilor explains government institutional reform plan

BEIJING - Chinese State Councilor Ma Kai delivered a report to China's top legislature on Sunday, elaborating the State Council's plan of institutional restructuring and function transformation.
Chinese leaders Xi Jinping, Li Keqiang, Zhang Dejiang, Yu Zhengsheng, Liu Yunshan, Wang Qishan and Zhang Gaoli also attended the plenary meeting of the first session of the 12th National People's Congress.
