New rule in Guangzhou brings people closer to policy making

A new regulation in Guangzhou requires a committee to be established to gauge public opinion before any policy or project that will significantly affect people's livelihoods is approved.

The move will help involve the public in the early stages of policymaking, said authorities in Guangzhou, capital of South China's Guangdong province.

Proposed polices are generally open to receive public comments after the drafting phase.

However, the new rule means top officials cannot accept or discuss a policy or project if a committee has not been established.

According to the city government, key policies and projects refer to the any adjustment of rules on basic public services, fiscal budget plans relating to projects impacting people’s livelihoods, key infrastructure construction plans, and new regulations and adjustments on land use, environmental protection, employment, social security, education, food safety and housing.
