Following rules the exception for cyclists

A program that rewards cyclists who obey traffic rules was launched Feb 20 by traffic police in Shanxi province. However, only one person has received the award.
The program in Taiyuan, capital of Shanxi, was organized by traffic police and a TV station, Xinhua News Agency reported on Sunday.
Cyclists who could pass six traffic lights successfully without breaking any traffic rules will get a medal for their good performance, the report said.
The program recorded more than 600 cyclists during the 31-day period. However, only one person qualified for the medal.
Videos shown on the program showed that running traffic lights or occupying the vehicle-only lane were the two major violations.
