A casual laborer is not eligible for the post of an urban management officer, better known as chengguan, in Kunming, Yunnan province, yunnan.cn reported on Monday.
All candidates for the position must have specialized training.
Urban management officers must undergo specific training and pass an exam, according to a regulation on the city's urban management.
Yuan Jianlin, deputy director of the city's chengguan bureau, said casual laborers cannot walk into the post but can be selected for specialized training, the report said.
