Rule prohibits civil servants from having extramarital affairs

Dadong district in Shenyang, capital of Liaoning province, has released the province's first behavior norm for civil servants, which prohibits extramarital affairs, Huashang Morning Post reported on Monday.

The norm regulates behaviors of civil servants during both working hours and personal time, which applies to 5,000 government employees in the district.

The most innovative part is the regulation adds restrictions on their personal time. Behaviors including gambling, extramarital affairs, drug abuse and spreading rumors on the Internet are prohibited.

According to the report, the above behaviors are strongly scolded by the public and have affected the image of civil servants.

However, the local government said the regulation is long term and will not work immediately. They will make efforts to raise civil servants' awareness by organizing training and punishing rule violators.
