Nail planks placed at street to stop wrongly parked cars

It is a persistent problem in most Chinese cities that citizens always park their private vehicles at the wrong places, for example in front of the gate of a shopping mall.
The staff of a shopping mall in central China's Zhengzhou City has come up with a idea to deal with this problem by using planks with many nails on them.

In order to stop cars being parked near the shopping mall, the nail planks are placed alone the road of the mall's entrance. A warning board can be seen bearing the words "No Parking or all the consequences arising are your own."
However, this move sparks controversy among citizens, and some of them believe the nail planks may pose a threat to pedestrians who might be passing by.
