Qiu Zhenhai, an anchor with Phoenix TV, writing on Sina Weibo, a popular micro-blogging service, on Sunday. He said in the micro blog that a taxi driver at West Lake in Hangzhou, Zhejiang province, refused to take passengers only a short distance.
