An employee surnamed Zhou at the property bureau in Loudi, Hunan province, responded on Sunday to a call from a journalist asking why the bureau granted a 10-day Spring Festival holiday rather than following the State Council's regulation of granting seven days' leave. A netizen complained online about the bureau's practice after finding the bureau didn't operate on Saturday.
