Wei Weihan, director of Guangzhou Bureau of City Administration and Law Enforcement, speaks of the case in which Su Jiaquan, an urban administrator in the city, was stabbed seven times by a vendor who refused to withdraw from the street on Sunday. Su's colleague said he was saddened by the apathy of passers-by.
