"I've not received any notification about the fine. I learned about it from the media, but publicity is not enough. Newspapers, TV, radio and neighborhood committees promote traffic rules. Some people know about them, some don't."

"I saw the light was green, but it turned red even before I was halfway across the road. I didn't know this could land me a fine. Usually I follow the crowd. There's no danger if I follow the crowd."
