"The main priority of China's urbanization in the future is to orderly transform people from the countryside who have migrated to urban areas into city dwellers, gradually solving the problems that half-urbanization has left upon migrant workers, the number of whom has reached more than 200 million so far and increases at a rate of 10 million per year."
Xu Xianping, vice-minister of the National Development and Reform Commission, said the obstacles preventing rural residents from settling in small cities in China will be entirely removed.
