Roads in downtown Nanjing, Jiangsu province, were dug up 1,500 times a year on average for the past five years, according to Liu Bin, an official with the city government's infrastructure maintenance department. Many of the city's projects, including water pipelines, electricity lines and sewage, are related to the roads. Lack of coordination between government bodies is the main cause of the constant roadwork, according to a report by Xinhua Daily.
