Irina Bokova, director-general of the United Nations Educational, Scientific and Cultural Organization, said at an international conference themed "Culture: Key to Sustainable Development" in Hangzhou, Zhejiang province, on Wednesday. She also said culture is the best assessment for extensive and sustainable development.
