Transforming economy will not be easy

The key to transformation is to stimulate creative vitality and strengthen economic growth, says an article in Beijing News (excerpts below).
The State Council has started recently to emphasize a good environment for development, high quality public services and safeguarding social justice.
The popular expression of decentralizing more power and managing things better again shows resolve by the new leadership to promote transformation.
Although the goals are popular they are not easy to achieve.
There are still officials in some departments unwilling to give up power. Little power has, so far, been decentralized.
Food safety provides an example of how local government officials should be accountable.
Their performance should be assessed.
