Eight officers and staff members at the urban management department in Yan'an, Shaanxi province in Northwest China, were suspended from duties as they used excessive force in urban management, China Daily learned on Wednesday.
On May 31, a group of urban management officers went to investigate a complaint that bicycles were illegally displayed for sale on a street.
They beat the man who was selling them as he tried to stop the officers from taking his bikes away.
