The health authority of Shaanxi province in northwest China has issued a temporary regulation for major medical security incidents in the province, Shaanxi Daily reported on Wednesday.
It focuses on 13 types of major security incident, including the theft and trafficking of babies, and the issuing of false diagnostic reports, medical certificates and inspection reports.
It also stipulates the various responsibilities of health authorities, hospitals, clinics and medical personnel at different levels with regard to such issues.
Punishments are laid out for those medical institutions and personnel found guilty of such crimes. In July, a doctor at a hospital in Fuping county was arrested on suspicion of baby trafficking.
