Fines raised for multiple offenders of air rules

Beijing's legislation authority raised financial penalties for incidents of air pollution with no maximum limits, according to a second draft of a regulation released on Wednesday.
In Wednesday's draft to address the city air pollution control issues, the Beijing branch of the National People's Congress canceled the maximum fines for five types of air pollution incidents if the offenders had already been penalized by law enforcement departments twice or more.
The five types of incident include illegal outdoor barbecues and heavy exhaust emissions from vehicles.
The draft regulates that outdoor barbecues will be fined less than 20,000 yuan ($3,200) in forbidden areas.
If the exhaust emission from a vehicle exceeds the standard, the fine can range from 500 yuan to 3,000 yuan.
