A source told HollywoodLife: "Rihanna wasn't there and she doesn't have anything to do with that. She hopes both Chris and Frank are all right."
Sources say Frank told Chris, who is still on probation for assaulting Rihanna in 2009, "This is my studio, this is my parking spot," which prompted Chris to offer a handshake.
However, one of Frank's associates is then said to have attacked him, which led to one of Chris' friends hitting him in retaliation and the two singers then began fighting.
The Los Angeles Police Department revealed it is investigating claims Chris was to blame.
A statement from the LAPD stated: "West Hollywood Station deputies are investigating allegations that Chris Brown assaulted an unnamed victim. Deputies responded to a call of six males fighting at the 7200 block of Santa Monica Boulevard, West Hollywood.
"Upon their arrival, deputies talked to witnesses who stated that Chris Brown and the victim were involved in an altercation over a parking space. The altercation allegedly led to Chris Brown punching the victim.
"After a brief fight, the parties were separated. Chris Brown and his entourage left the location prior to the arrival of deputies. The investigation is on-going and investigators will contact Chris Brown at a later time."
Chris is still on probation after viciously beating Rihanna up in 2009.
