Palo Alto, California: Tech bonds The city of Palo Alto on Sept 27 signed an agreement to form a strategic economic partnership with Shanghai's Yangpu district that commits the two technology hubs to "explore mutual economic interaction" and "keep each other informed on important economic and civic issues".
