As a country with a sound welfare program, Finland has a complete daycare system. The nursery fee is almost affordable for every family, accounting for 4-5 percent for an average family's total income. And if a mother prefers to stay at home to take care of her children who are under the age of three, then she is eligible to receive government aid.
