Zhang Qiyue, consul general of Chinese Consulate General in New York, talks with Deputy Inspector Fernando Burgos during a visit to the NYPD's 5th Precinct in Manhattan's Chinatown on Jan 20. The precinct has one of the largest Asian populations in New York City.
