Comment on "Govt bodies flunk 'transparency' test" (China Daily, , Sept 29)
"Transparency" is a very vague concept. It's important, but what's more important is the level of transparency. The authorities can't disclose everything. However, only after governments at different levels enhance their credibility can people trust them more.
As long as officials are exposed for corruption or abuse of power, it's hard for the public to believe that the governments are transparent enough. Governments should make more efforts to polish their images.
