China orders greater govt transparency to support reform

BEIJING - China's central government has issued a guideline on this year's government transparency work to support reform efforts.

The State Council guideline said officials should be ready to clearly explain fiscal, monetary and employment policies. Implementation of tax cuts and lowering costs should be open to the public, to stabilize the momentum of the economy.

The guideline also called for transparency in simplifying administration and delegating powers to subordinate agencies, as well as disseminating information about reform of rural property rights, support for migrant workers to start businesses back home, among others.

During the policy-making for new industries and new models, agencies should solicit public opinion and hold seminars to encourage relevant market players to join the process and support the restructuring of the economy.

Transparency in cutting industrial capacity, IPR, false advertising and pricing should also be strengthened.

Regular press conference on environmental protection will be held and water quality of cities will be ranked.

Policies interpretation and public opinion guiding should be held in higher regard in making financial policies, especially on financial markets, to prevent risks.
