A photo of two men skinning a tiger triggered hot discussion on the Internet. Most people criticized their "cruel" behavior, Changjiang Daily reported on Friday.
The photo appeared on the Sina micro blog website on Wednesday. It didn't indicate the time and place of the event or other information.
A cat expert said the dead tiger would have been no more than 2 years old, judging from the photo. However, the expert could not determine the variety of the tiger.
The State Forestry Administration said it would investigate.
