Air pollution penalties increased
Beijing's legislature has raised financial penalties for incidents of air pollution, lifting the maximum fines, according to a second draft of a regulation released on Wednesday. The Beijing People's Congress canceled the maximum fines for five types of air pollution incidents if the offenders had already been penalized by law enforcement departments twice or more.
Man dies in fall from building
A man died after falling from a 29-story building in Beijing's Dongcheng district on Wednesday, Beijing News reported. The incident happened at 4 pm on Wednesday in Dongfang Yinzuo. The man's body was found on a platform adjacent to the building's fifth floor. According to a security guard, a glass window in the building designed to provide firefighter access was broken.

Shenyang to reduce winter air pollution
Shenyang, the capital of Liaoning province, has proposed an emergency plan to reduce air pollution in winter caused by coal heating. According to the draft plan, Shenyang will create a panel of experts to monitor air pollution and predict air-quality levels for upcoming 72-hour periods. If there is a heavy air pollution warning, the local government will act to reduce the pollution, including imposing an odd-and-even license plate rule for vehicles on the road; issuing an injunction on open-air burning of crops, straw and waste; and setting flexible work hours on heavily polluted days.

Daughter allegedly had father killed
A 25-year-old woman in Nanjing, Jiangsu province, has been arrested on suspicion of hiring someone to kill her father after he sexually harassed her, Yangtze Evening News reported. Police said that a man named Zheng killed the woman's father, named Fu and in his 60s, on Sunday night, and it appeared the killer was hired by the daughter, named Hu. Hu's mother told the newspaper she divorced Fu one year after she gave birth to Hu, and the father and daughter were estranged.
Canal cities expo held in Yangzhou
The World Canal Cities Expo was held in Yangzhou on Thursday as mayors and experts from 47 countries and regions discussed the sustainable development of the Beijing-Hangzhou Grand Canal, which is the longest artificial river in the world and dates bake to the fifth century BC. Xie Zhengyi, Party chief of Yangzhou, said the city will strengthen the environmental protection of the canal and further cultivate the old customs along the river.

Boy's organs donated to 5 people
Five people received organs from a 4-year-old boy who was declared brain-dead after he drank hard liquor in Guangzhou, Guangdong province, on Aug 30. The boy was with his grandmother at their rented house while his parents were working. He consumed the alcohol in the morning after his grandmother drank some and went to cook, the Information Times reported.
