To properly address maritime disputes, right from the beginning China has proposed to shelve differences and conduct joint exploration and exploitation of resources in the disputed territories. But instead of shelving the differences, certain countries have acted irresponsibly to create trouble. Countries locked in disputes with China over the South China Sea issue have drilled wells in the disputed waters. In contrast, China has exercised total restraint to maintain stability in the South China Sea. It's only recently that China drilled a well in the waters close to the Xisha Islands, which have long been under the jurisdiction of China. But Vietnamese ships, including armed vessels, have been continuously disrupting China's peaceful activities.

Fifteen years ago, the Philippines deliberately stranded one of its military vessels on the Ren'ai Reef, and despite repeatedly promising to tow it away, it has not done so. And Japan, ignoring the strong opposition of China, "nationalized" the Diaoyu Islands in 2012.

So, which country (or countries) is changing the status quo? Which country is holding regional security to ransom for its selfish interests? And which country is publicly flouting international laws while fanning passions to undermine regional stability?

Facts speak louder than arguments, and people can make their own judgments. On major principles of China's sovereignty and territorial integrity, we will not create trouble, but we are not afraid to deal with the situation created by other countries. We will resolutely safeguard our legal rights and interests, just as every country does.

We should see history as a mirror, work together to uphold our victory in World War II and maintain the postwar international order. Only when history is respected can we create a better future.

In recent years, Japanese leaders have not only turned a blind eye to their country's aggressive past, but also tried to lift the "restrictions" imposed by Japan's pacifist Constitution. Their actions have caused serious damage to the foundation of peace and stability in the postwar Asia-Pacific region.
