Top court steps up to end attacks on doctors

Individuals filed more cases against the government, winning more than 12 percent, in 2013 in Beijing, according to a white paper issued by the Beijing High People's Court.

It was the first time thatthe Beijing High People's Courtpublished such a white paper on administrative cases.

According to the document, 10,435 lawsuits were filed against government bodies by citizens, and of the 6,964 completed, 12.1 percent were ruled in favor of the plaintiff.

Lawsuits featuring "civilian versus government" last year rose 20.5 percent compared to the previous year. The increase reflects raised awareness of Chinese citizens' right to use the law, said Wu Zaicun, vice president ofthe Beijing High People's Court.

The white paper revealed that half of all administrative cases arose from house demolitions, labor disputes, social security issues and the release of government information.

Leaders of administrative bodies appeared in person to respond to claims. More than 60 percent of administrative cases heard in the courts of Pinggu county saw heads of accused bodies appear.

Arbitrary law enforcement, use of invalid regulations, violation of legal procedures and dereliction of duty are thought to be primary reasons for government agencies losing lawsuits filed by individuals.
